Managers of "Kadoebi" Soapland Arrested on Suspicion of Providing Venue for Prostitution

The announcement was made on the 26th.

Upon investigation, Sakaguchi allegedly stated, "It was the store's business policy." He is believed to have overseen the operations of several other stores within the group, and the police are investigating the actual management situation.

According to the Public Safety Division, Sakaguchi and others are suspected of knowingly providing a venue for female employees to engage in prostitution with unspecified clients at the "Kameari Kadoebi Store" in Kameari 5-chome, Katsushika Ward, Tokyo, on June 20. A customer who had a dispute with the store had consulted the Tokyo Metropolitan Police Department.

The Kadoebi Group operates 31 stores in the Kanto region. While prostitution is completely prohibited by the Anti-Prostitution Law, and those who provide a venue for it can face imprisonment, there are no penalties for the individuals engaged in the act of prostitution itself.

The case involves a man in his 20s, who was working at a host club in Kabukicho, Shinjuku. To collect a so-called "tab" or debt, he allegedly made a woman in her 20s work at a soapland in the Yoshiwara district of Taito Ward in December of the year before last. He was arrested by the Tokyo Metropolitan Police Department in January of this year and subsequently found guilty.

The soaplands where the woman worked, "Peppermint" and "Santa Fe", saw their operators arrested on suspicion of providing a venue for prostitution. Further investigations revealed that on the 21st of this month, the Tokyo Public Safety Commission issued an administrative order to cease operations for these two establishments.

It is believed that the two establishments were given this severe "closure" penalty, rather than a mere "suspension of business", due to their habitual provision of venues for prostitution and the severity of their actions.

This is the first time in eight years that a red-light establishment in Tokyo has received a "closure" order.

Both establishments have been operating for many years, since before 1985 when they were designated as prohibited business areas due to amendments to the Entertainment Businesses Act. They were allowed to operate under what is known as "vested rights".

However, even establishments with "vested rights" can be ordered to cease operations if they engage in illegal activities, as stipulated by the Entertainment Businesses Act, leading to this recent decision.

The two are suspected of providing private rooms in the establishment on January 21, knowing that a female employee in her 30s was engaging in prostitution. In October 2022, the Tokyo Metropolitan Police Department received information from a woman who claimed she had been forced into prostitution at this establishment, prompting an investigation into the establishment's operations.

The case came to light following an investigation by a joint task force comprising the Fukushima Prefectural Police Headquarters' Living Environment Division, Iwaki Higashi Police Station, Tokyo Metropolitan Police Department, Ehime Prefectural Police, Kumamoto Prefectural Police, Oita Prefectural Police, and Okinawa Prefectural Police. World's Largest "Sexual Contact Network" Analyzed from Soapland Review Site - Shizuoka University Professors Announce, Hope for Application in Infectious Disease Prevention

A group led by Professor Tomo Morita (52) of the Faculty of Engineering at Shizuoka University and Assistant Professor Kei Ito (34) of the Nagasaki University Institute of Tropical Medicine, who completed his doctoral course at Shizuoka University, has successfully analyzed a sexual contact network that represents "who had sexual contact with whom" at domestic sex service establishments. By examining a soapland review site, they revealed connections involving approximately 72,000 male customers and female staff, making it the largest such network in the world.

The research findings were published in the open-access international scientific journal "PLOS ONE". Professor Morita believes that "this advances our understanding of social structures, and there's potential for applications such as preventing the spread of sexually transmitted infections."

The team visualized connections formed through sexual contact, which is difficult to investigate from a privacy standpoint, by analyzing review sites. They examined a site covering about 66% of approximately 1,190 soaplands nationwide, including around 10 establishments in Shizuoka Prefecture. From over 120,000 reviews, they extracted connections between about 55,000 male customers and approximately 17,000 female staff.

Their analysis of the number of reviews by prefecture and establishment, as well as the frequency with which male customers used sex service establishments in various locations, revealed strong networks between major metropolitan areas like Tokyo and Kanagawa. Strong connections were also observed between distant locations like Hokkaido and Fukuoka. They also found that while many male customers had sexual contact with a limited number of people, some had contact with a very large number of female staff. The network structure connected everyone through an average of 9.87 intermediaries.

Professor Morita and Assistant Professor Ito commented, "Traditional surveys had their limitations, but we've been able to present vast scientific data. We hope this contributes to understanding social networks."
